IMO, the problem lays on public bidding system, which puts translators, including me, in bad bargaining position, while it suppresses translation rate in the same time.

I wouldn't be concerned. There will always be people willing to work for low rates. There are 400k linguists registered on Proz so 8 comes to a percentage of 0.00002%.

I am surprised that 8 persons consider USD 0.36 after 40 days OK

In some places, USD 0.03 per word is not a joke, but a normal rate. In France, it is a rate you often find for proof-reading, bottom of the range, but not unusual. (If it is for translating, then in France, it would not be a workable rate).
However, if someone is offering USD 0.36 per word, then I'll sign up for it!
Seriously, I think there is a typo somewhere, or a joke.

The rate is $US 0.04 to 0.06/word.
It's for around 5700 words in total.
It's no joke at all. It falls within the normal rates (announced or unannounced) for (too) many jobs posted on Proz. The field is legal so it means that absolutely anyone at all can do it. They don't ask for native speakers which means anyone willing to work for those rates or less is in with a chance.

At least I don't think so. There are agencies who contact translators with microscopic rates and a handful of words, without paying a minimum fee. This looks like one of those.

It means there are six words to be translated, and the lucky translator, the Winning Bidder, will be paid the Princely Sum of $0.24 USD to $0.36 USD. I presume. Who could resist?

There may have been 8 quotes, but you don't know if those 8 quotes were for 36c per word. You can quote whatever rate you like. It's just less likely that you'll be chosen, if your rate is too much higher than the stated budget. But if you can sell yourself right, there's no telling what might happen.
It may also be that some of the quoters are merely trying to get a foot in the door, assuming that the 36c budget is determined by the end-client and not by the agency. Some translators are willing to do a low-pay job initially, because it gets their names into the client's translator database.
Why does this client have an average rating of 2? It is for non-payment or for low payment?

Imo the job is for the 5735 words and the 'volume 6 words' is an error. I've seen that sort of thing before. If it's not an error, then the job is an even bigger joke than most.

the headline says 5735 words but in the hidden part the volume is specified as "6 words" and the TOTAL 0.036 euros, this is why I started the topic.
